Measures the time required for the flow meter rotor to rotate, based on
the pulse signal proportional to the flow rate, and then calculates the
flow rate and outputs it as an analog signal.
Also
outputs the distributed pulse signal in synchronization with the pulse
input signal and the pulse signal scaled from the pulse input signal.
